Four dignified planets

This is an unusually well-dignified chart at the sign level, and all four placements are stable across the birth date, so none of them depends on the missing birth time.

The Sun is at about 22.5 degrees of Leo, its own sign, in Purva Phalguni. Mars is at about 6.1 degrees of Scorpio, one of its two own signs, in Anuradha.

Mercury is at about 5.9 degrees of Virgo, which is unusual because Virgo is both Mercury's own sign and its sign of exaltation. No other planet holds both dignities in one sign, and it makes a Virgo Mercury exceptionally strong.

Jupiter is at about 29 degrees of Cancer, its sign of exaltation, in Ashlesha. That said, at 29 degrees it sits right at the edge of the sign, which is the one caveat here: a placement that close to a boundary is more sensitive to the ayanamsha used than one sitting mid-sign.

Four dignified planets is well above average. What it does not tell you is where that strength lands, because that needs houses.

The Moon crosses signs during the day

At midnight on 9 September 1967 his Moon sits at about 21 degrees of Libra in Vishakha. By the end of the day it has moved to about 5.3 degrees of Scorpio in Anuradha.

So the Moon sign is genuinely open. Most of the day gives Libra, a late birth gives Scorpio, and the nakshatra runs Vishakha to Anuradha. Vishakha is ruled by Jupiter and Anuradha by Saturn, so the two possibilities begin life in different mahadashas and follow different timelines.

This is the single largest unknown in the chart, and any page giving him a confident Moon sign without noting it is stating more than the date supports.

The rest, and the limits

Venus is at about 6.7 degrees of Leo in Magha and retrograde. Saturn is at 17.4 degrees of Pisces in Revati and retrograde. The nodes run Rahu in Aries in Ashwini and Ketu in Libra in Chitra.

His sidereal Sun in Leo is worth flagging against the Western reading, which places a 9 September birth in Virgo. The one-sign shift is the usual sidereal correction, and here it moves him from a Mercury-ruled sign to a Sun-ruled one, which changes the frame considerably.

Wikipedia gives his date and place of birth and no time, so the ascendant, the twelve houses, all house-based yogas, the divisional charts and the dasha dates are unavailable. The four dignities survive, because dignity is a property of the sign. Which houses those four planets occupy and rule, and therefore which parts of life they govern, does not.
