What debilitation actually means

Each planet has one sign where it is considered strongest, its exaltation sign, and one where it is considered weakest, its debilitation sign. They are always opposite each other. Saturn is exalted in Libra and debilitated in Aries. Jupiter is exalted in Cancer and debilitated in Capricorn.

The practical reading is reduced capacity, not absence. A debilitated planet still rules its houses and still runs its dasha.
